I value being able to have a doctor who sticks to their principles and who do not wish to refer patients for procedures that they disagree with. They should not be forced to refer patients for every type of medical procedure. The system is fine as is now. Referring for a procedure is a form of participation, and this policy change could push many people out of the profession making access more difficult.
