About the consultation

This consultation is in response to the upcoming application of Bill 11, the Health Statutes Amendment Act, 2025 (No. 2) and Bill 29, the Health Statutes Amendment Act,

 2026. We are also taking this opportunity to ensure the standards align with Bill 13, the Regulated Professions Neutrality Act.

• Bill 11 introduces a “dual practice” framework for physicians, allowing them to work in both the public system and private clinics.
• Bill 13 sets overarching principles for how professional regulatory bodies regulate their members regarding freedom of expression.
• Bill 29 allows patients to pay for private preventative testing via self-referral to accredited testing facilities.

Consultation 33 includes revisions to seven existing CPSA Standards of Practice and the introduction of two new standards.

These proposed revisions are intended to:

• Align CPSA Standards of Practice with Alberta’s new legislative framework.
• Establish clear professional expectations for regulated members participating in dual practice fully or partially to support patient safety, informed decision-making and continuity of care.
• Maintain professional independence by ensuring clinical decisions remain free from financial or business influences.

Please note: These standards do not determine who may participate in dual practice or how physicians bill for services. Those matters are established through provincial legislation and government policy.

The following standards have been proposed or updated in alignment with new legislation. Please see their individual consultation pages for more in-depth information.
