Consultation 31

Charging for Uninsured Professional Services, Non-Treating Medical Examinations, Responding to Third Party Requests

About the consultation

CPSA’s Standards of Practice have historically been updated based on environmental scans identifying areas within health care that require urgency and attention. Through this process, some standards have taken precedence over others when being considered for a consultation.

In an effort to update all standards within a five-year timeframe, CPSA is focusing on updating older standards to ensure they are still relevant and informative for regulated members. Consultation 31 contains significant changes to make sure the three featured standards are more comprehensive and up to date, better facilitating the provision of safe, appropriate care to patients.

Charging for Uninsured Professional Services

The Charging for Uninsured Professional Services standard was last updated in September 2014 and is being reviewed to ensure relevancy. A proposed title change and other amendments are meant to highlight regulated members’ rights to compensation while emphasizing fairness and compassion for patients, and to clarify block fees and other billing topics. The addition of a preamble and list of definitions provides additional context for the standard.

Non-Treating Medical Examinations

The Non-Treating Medical Examinations standard is under review after being issued by Council in January 2010. The addition of a preamble, definitions and other revisions better communicate roles and expectations, provide improved clarity and context, and protect examinees and members from misunderstandings and potential complaints. The inclusion of potential conflicts of interest and identified eligibility requirements strengthen impartiality and clarify expectations. Requirements added around consent help reinforce ethical safeguards while also supporting member autonomy.

Responding to Third Party Requests

The Responding to Third Party Requests standard was last reviewed in January 2010 and is currently under review. A proposed title change improves awareness of the information provided within the standard. The added preamble and list of definitions provide necessary context while emphasizing the professional responsibility, accountability and objectivity that must be practised when handling these requests. Other amendments and additions support regulated member compliance with the Health Information Act and overall, emphasize fairness and protect the rights of vulnerable patients. Proposed title change to Completing Forms & Responding to Third Party Requests to ensure regulated members are aware of content within the standard.
