Your doctor should be someone you trust. How can you trust someone who is required to refer something against their conscience? This policy would directly undermine the trust in the patient-doctor relationship. From the Hippocratic oath: "I will follow that system of regimen which, according to my ability and judgment, I consider for the benefit of my patients, and abstain from whatever is deleterious and mischievous." Please continue to allow doctors the right to use their conscience. If a patient doesn’t like their doctor’s care they can find another doctor that is a better fit for them. If you succeed in removing the conscience from the practice of medicine you will be left with doctors who have a dulled conscience or no conscience at all and that would lead to a very sad state for the healthcare system and patient care. I want my doctor to have a conscience and use it!
